The Shipping Board has announced that 31 ships of a tonnage of 190,4C0 were completed in January and February. An estimated tannage of 220,955 will be launched in March. The officials believe that the shipping programme is now running smoothly. SOCIALISTS HINDER RECRUITING. WASHINGTON, March 10. Five prominent Socialists have been indicted at Chicago, charged with obstructing recruiting.
