COLONEL GOETHALS.
OFFERED A POLICE APPOINTMENT. (By Cable.—Press Association.—Copyright.) (Received January 25th, 5.5 p.m.) NEW YORK, January 24. Colonel Goetbals, director of the Panama €anal construction works, promised to become head of the New York polices after the Panama Canal was finished, if President Wilson allowed him to retire, and he was given absolute control of the force. . President Wilson was surprised at the announcement, stating that he intended Colonel Goethals to become first Governor of the Canal zone.
