ARMY SCANDALS.
HITCH OVER COURT-MARTIAL TRIAL. (By Cable.—Prce3 Association—Copyright.) LONDON, December 5. The legal authorities have advised tho "ft'ar Offices that a court-martial's jurisdiction is too limited for the action which" further enquiry shows to be necessary in connexion witjh the Guards' canteen scandal. The court-martial has therefore been suspended, and the arrest of the five accused has been withdrawn. $ The newspapers point out that a court-martial in time of peace has no power to force civilians to give evidence. This is a case in which five quartermasters of tho Guards are accused of accepting bribes from contractors for supplies. Sir Chas. Nicholson has been appointed chairman of a Committee of Enquiry ' into the matter, which takes the place of the court-mar-tial previously set up.
