Sir, —In Tending the report of Mr Radcliffe's meeting at Lyttelton, I find that ho has quite misunderstood my action in issuing a proclamation to the citizens of Lyttelton to enrol as special constables. With regard to the Citizens' Defence Committee I have had nothing to do. A deputation of _Lyt~ telton residents waited upon mc with* request that I should call for sped*! constables. After they had assured n» that they.bolioved it was necessary, I acceded to their request, leaving itr«ar tirely to the townspeople's judgment. The special constables no* in Lyttelton were sent by outside organisations, Mβ not by my request.
