Prince rou Billow's book, "Germany nnder William II." is now bolus published, and is Jiroupinu considerable interest hi the Press and elsewhere. Prince yon Biilow emphasises that tho irreconcilability of Franco is a factor which Germany must never forget. There is focb!e hope, ho saye, of a real and sincere reconciliation as long as Germany shows go intention of abandoning Alsace-Lorraine. Dealing with Morocco, he declares that tho Anglo-French agreement of 1904 was obviously aimed against Germany, Franco thereby intending to strike a blow at German prestigo, hoping later, with England's help, to come to a docisivo reckoning with Germany.
Prince yon Biffow instate that King Edward persistently advocated tho hemming in of Germany, and repeats the. statement that it was on King Edwaid's advice that the Kaiser visited Tangier in 1905.
H© skims lightly over the resignation of M. Deteasse, omitting to - mention that he threatened Franco with war unless M. Delcasse resigned.
Prince yon Biilow claims the merit of instituting amicable Anglo-German relations, whereas it is well known that the improved feeling is undoubtedly liue.io Kins Edward'e foresight in seeing that Prince yon Billow's political days were numbered.
