(Reoeived February 16th, 5.11 p.m.) NEW YORK, February 14 Italy withdrew her alaim for increased cash in deference to Mr Bowen's protest. A SETTLEMENT~ARRIVED AT. THE PROTOCOLS SIGNED. EXISTING TREATIES RENEWED. (Received February 16th, 1 a.m.) NEW YORK, February 15. The protocols have been signed. The captured warships and other vessels are to be returned, the sunken vessels not being claimed. The existing treaties of amity and commerce have been renewed, and orders to raise the blockade have been issued. Another set of protocols is being negotiated respecting the procedure at the Hague Tribunal, permitting Venezuela and other nations to oppose the claim of the co-opera-ting Powers for preferential charges upon the Customs receipts. Mr Bowen has paid £5500 each to Great Britain and Germany. The balanoe of the latter's olaime is to be in five monthly instalments.
