SPEECH BY MR BALFOUR.
BRITISH RELATIONS WITH AMERICA. (Received February 15th, 5.11 p.m.) LONDON, February 14. Speaking at Liverpool, Mr Balfour said he considered the joint operations witti Germany over Venezuela were reasonable. Every effort had been made not to arouse American 6iisceptibilitk>s. Thy Government would gladly have welcomed President Roosevelt as arbitrator at any stage. Great Britain welcomed any increase in American influence in the Western Hemisphere. It would bo a great gain to civilisation it America would ensure that South American Republics observed international law. He deplored the tendency towards international animosities, and advocated increased 00-operation of the Powers; even if it were clumsy it would be better than isolated action. Ho ojinounoed that Lord Lansdowne considered all the serious difficulties in the Venezuelan negotiations had been removed.
