The "St. James Gazette," speaking ol Mr Chamberlain's settlement of the South African questions, says:—"His monumental statesmanship will shine even beside the achievements of Prince Bismarck and Count Cavour. His policy is one of the 'open door.' Matters pressing for settlement have been settled, while the future has been mortgaged as little as possible."
