Institutes For Mentally Retarded
A remit urging the Government to set up special institutes for low grade mentally retarded children was passed by a conference of the Education Board’s Association.
Delegates said that many of these children were incapable of further advance by ordinary standards. In some cases, their further attendance at special classes would affect other young children.
