BALANCE FROM LAST CAMPAIGN EAST COAST'S PROBLEM Apparently Opotiki district is not the only one where the question of over-subscription to area quotes in Patriotic fund appeals is causing a problem, for at last week's meeting of the East Coast Provincial Patriotic Council, it was mentioned that last year Uawa exceeded its. total by more than £500, and Mr H. L. Tempest, Tolaga Bay, held that this year's quota should be reduced by the amount in credit last year. If that were not allowed there would be no incentive for the Uawa people to make up the present year's quota. The treasurer, Mr M. J. White, said that the quota was not a demand, and the different zones could not be compelled to raise anything. The quota system was never intended to be treated as debits or credits. The Mayor, Mr N. H. Bull, said that the Tolaga Bay people deserved the credit of knowing that since the war started they had subscribed beyond their quotas. The secretary, Mr W. M. Jenkins, pointed out that a quota was merely an objective and not the mum which a district must raise. On the suggestion of Mr F. T. Robinson, the council decided to deter consideration on the credits system proposed until the end of September.
