Calves by the Thousand. Youthful Offenders Increase. A disturbing increase in the number of youthful offenders committed to prisons is noted in the annual report of the Prisons Board. The increase is confirmed by; statistics which show that the figures have steadily risen from 96 in 1936 to 203 in 1940, an increase ol' 111 per cent, slates the report. "A regrettable crease is also observed in the number of young Maori offenders, and narticularlj' from one or two districts.
