Probable Dissolution of Parliament. (PIIOU A COBKKSPONXSEKT.) Wellington, Thursday livening. The Provincial Loan Bill was thrown out in Upper House last night by 19 to 12. On beinw announced in the House of Bepresentatives, M.r Vogel asked the House to adjourn to consider the difficulty the Ministry were placed in. The vote unmistakably affects the position of Ministers. It will certainly have the effect of precipitating a conflict between the two branches of the Legislature, the upper branch having evinced direct antagonism to the decision of the representatives of the people. Government supporters meet tomorrow at 10 o’clock, to consider and decide what course to adopt. It is the opinion of many that Government will endeavour to get Parliament prorogued, and shortly called together again, to teat the question. Government would then take care to have sufficient members in the Upper House to carry that measure. It is probable they may obtain dissolution, and ask the constituencies to express their opinion as to whether there should be power given to provinces to loan money for local improvemsnts.
