He said the army would be 4.500,000 strong by the end of the year. During the past four weeks the army had gown by 300,000. According to a Washington message Mr. Roosevelt said there was a startling number of illiterate people in the United States. In a broad sense Illiteracy kept multitudes from the army and navy. The President made this statement at a Press conference. He added "It is not becausc they are morons, but because of the lack of opportunity for education. Government experts are now studying plans to educate these people to enable them to become militarily useful." Mr. Roosevelt agreed with a questioner that, under-nourishment was a factor In tlte underdevelopment of mentality.
