CITY COUNCIL DEBATES.
CURTAILMENT OF SPEECH. NOTICE OF MOTION GIVEN. With a view to the curtailment of City Council debates, whicii of late have been somewhat lengthy, Mr. A. J. Entrican has given notice of motion to move at the next meeting of the council a resolution, which, if carried, will have the effect of reducing the time given to a member from ten to five minutes and the time allowed the Mayor 'and the mover of a motion from twenty to ten minutes. The resolution reads as follows: "That clause (il of the Standing Orders be deleted and the undermentioned clause be inserted in lieu thereof: 'No member Shall, unless by a vote of a. majority of those present, speak for more than five minutes at any time in any debate of the council, but the Mayor may, at any time, ami -the mover of a motion may, ■when introducing such motion, speak for ten minutes, but no longer.'"
