GOVERNMENT BY CABINET.
Important Beform Suggested. , LONDON, February 18. . The Czar presided over a council of Ministers on Thursday. The subject discussed was the proposal to create a Cabinet that would meet regularly as an advisory and responsible body under his , own presidency or that of a Minister. The reform was considered by the Ministers as a step in the development of , responsible government. It is now considered doubtful whether, , in view of the assassination of the Grand Duke Sergius, further action will be taken in the matter. [Hitherto the responsibilities of Ministers have been individual and independ- , ent. and their actions in external matter? have on several occasions been mutually hostile. A Cabinet would render the responsibilities collective, and would ensure some unity of purpose.]
