The Orleanist prince declines to accept the lieutenancy of the kingdom, and the Monarchists now propose the prolongation of McMahon's riowers as president.

The Ministry of Due de Bro'glie resigned. President McMahon refused to accept their resignation.
The President's message declared that increased authority for the durability of the Government is essential to the safety of the country.
Mr Buffett has been re-elected president of the Assembly.
Eight of the committee of fifteen opposed the extension of McMahon's powers. This caused great sensation. '
SPAIN,
A great victory has been gained in Navarre over the Republican troops. Further telegrams say that the result is indecisive.
