Tallow dull. Wheat has advanced two shillings. General Ducrot has poisoned himself in despair. Bourbaki attempted to commit suicide. He is not expected to recover. The Marquis of Normaxidy has been appointed Governor of Queensland. The conference on the Russian question has]agreed to open the Black Sea to foreign vessels, and authorises the Porte to admit through the Dardanelles all war vessels except Roumanian and Russian. Turkey hesitates. The proposal is unopposed by Russia. Constantinople, February 20. — Tho Porte opposes any Powers having more than two vessels within the Dardanelles. Hokitika, March 22. The Rangatoto arrived from Melbourne to-day. The latest news from Paris to Feb. 18. The Prussians had not entered Paris. All the forts are occupied.
