November 18. —A. communication from the General Government respecting public works in Otago, has been transmitted by message to the Provincial Council. —Mr. Donald Heid Provincial Secretary, moved a resolution to the effect that the Council declines to make any recommendations until the whole of the j policy of the Immigration and Public "Works Act lias been considered by the various constituencies throughout the province. In doing do, he made a long speech, strongly jj opposing the policy of the Government, in j which, he. was supported by Mr. lleynolds. j Tho debate was eventually adjourned.. if
