October 4—Another blunder has been discovered in the legislation of last session. The Sale for the j> on-payraent of Kates Act provides, in section 3, that interest at the rate ot fifteen per cent, shall be charged on all rates paid by the Superintendent; whereas, in i^eit.ion 4, which provides that the Superintendent shall register a memorial in the form of a schedule it is there stated that the interest shall be 25 per cent. The Act is considered void. .
October s.—The telegraph question is attracting attention. The Daily Times points out that the practice of restricting messages to a length of 200 words at a time is contrary to the printed regulations, which except English mail press telegrams from the restriction, and that, therefore, om the arrival of last English telegrams, the Grovernme.it acted unlawfully in imposing a restriction. —Ie is believed that the arrival of the Gothenburg on Thursday night, with the English mail telegrams, was made ttuovra the same night in Dunedin, Christ-i-hurch, and Wellington. The fact was certainly known here.
