A very severe storm lias passed over the Shetland Islands. Eleven fishing vessels have been totally wrecked,- and seventy fishenaen drowned.
Telegrams are to hand from Cuba announcing that two employees of a bank at Matanzas have embezzled 200,000 dollars, and have succeeded in effecting their escape with the money,

President Garfield has suffered a relapse, but one which proved only temporary. He is now again making satisfactory progress towards recovery, July 24.

Telegraraas are to hand from Pretoria in tke Transvaal announcing that since the conclusion of the draft convention by the Royal Commission, a hitch has occurred ia the further negotiations which have beea opened between the Commissioners and Boer leaders. The difficulty it is feared may delay the Transvaal settlement. News is also to hand iVom Pretoria that the trial has been concluded of the Boers who were at rested and charged with the murder of Captain Elliot, a British Officer, while he was unarmed and prisoner of war ou parole during the war. The jury which was composed of Dutch residents has returned a verdict of " not guilty " and the prisoners have been released.

News is to hand from Pretoria that the Royal Commission appointed to undertake the settlement of affairs in the Transvaal, which has been sitting since May, has concluded its labors. A draft convention lias beea arranged with (lie Boer leaders, providing for the retrocession of the whole of the Transvaal to the Beers,subject to the iSuseraine rights cf Great Britain. The convention, moreover, provides for of claims oh the part of British subjects in the Transvaal lor compensation for losses daring ihe late war, to the extent of $500,000. New 3to hand further staies that the Velkeraa-l will be forthwith elected, and will meet without delay for the purpose of ratifying the convention.
