AKAROA BOROUGH COUNCIL.
A meeting of the above Council was held at their Balguerie street, on Wednesday last, the 22nd instant. Present: His Worship the Mayor, Crs O'Reilly, Cullen, Aiming, Chadwick, and Kissel. MINUTES. The minntes of the previous meeting were rend. His Worship said that the present meeting being an adjourned one, it would be unnecessaay for them to be confirmed. He would, therefore, pass on at once to the ordinary business. TENDERS. The tenders for the repairing of Hahn's bridge were then opened : — W. Jones £47 15 6 E. W. Morey ... 51 10 0 Cr O'Reilly drew tire attention of the Council to the fact that otheis than Councillors were present, and thought, while considering the tenders, the doors should be closed. His Worship ruled to the contrary. Cr Chadwick proponed that the lowest tender bo accepted. Cr Kissel remarked that he did not consider in either case the terms of tbe specifications had been adhered to. He showed that it had been stated that no deposit was necessary in Mr Jones' case. No deposit bad been made in Mr Morey's. A cheque had been enclosed, but was not endorsed by the Bank, and he did not consider the one a bit better than tbe other. After some acrimonious discussion, Cr Chad wick's proposition not being seconded, On the motion of Cr O'Reilly, seconded by Cr Cullen, Mr Morey _ tender was accepted. Cr Chadwick proposed, and Cr Armstrong seconded, that the Mayor be appointed overseer, which was carried unanimously. His' Worship said that taking into consideration the present financial state of ihe Borough, he would be willing to accept the office, and would decline any honorarium for the duties.
It was resolved that payments be made to the contractor after the completion of the work. BALANCE SHEET. Cr O'Reilly asked whether tbe balance sheet had been sent by the Clerk to the Aunitors. Cr Chadwick immediately rose and stated that he had heard from one of the Auditors that he was in receipt of the balance sheet. The Clerk corrohorated the stateuient, acknowledging that he. had been two or three days beyond the specified time. Cr O'tteilly said ho could not understand why so much fuss was made about the matter. Tlie time specified was April 15, and in former years, to his knowledge, it had never ueen banded in as promptly as on tho present occasion. In support of his statement, he caused the Clerk to produce the balance sheet of 1878, which he proved to have only been audited on May i). Much discussion took place as to the remissness of the Clerk in performing his functions. Cr Chadwick proposed that the Clerk be dismissed. Or Kissel seconded. Cr Armstrong put as an amendment " That the matter be held over to a. full meeting," as ho considered the step unjust. Cr Cullen seconded. After much argument, in which Cr Kissell referred to the list of dog collars not being handed into the Sergeant in tiine, : and'Cr O'Reilly suggested that the worthy Councillor must have dog collars and Sergeant Willis on the brain, and the Clerk stated- that a full, efficient list had been handed info the Sergeant, the amendment was put and carried. His Worship the Mayor, and Crs Armstrong, Cullen, and O'Reilly being for it, and Crs Kissel and Chadwick dissenting. '; The meeting then adjourned till next Wednesday, the 28th.
