AKAROA BOROUGH COUNCIL.
A special meeting of tbe above Council was held on Tuesday evening last, at their offices, Balguerie street. Present: His Worship the Mayor, Crs Penlington, Kissel, Cullen, Chadwick, Armstrong, Bruce, Wiggins, and Bridge. The minutes of the special meeting, held on December 5, were read. On the motion being put that they be confirmed, Cr Penlington, while not objecting to tbe correctness of the minutes, thought that they should not be held over for several months without confirmation. Councillors could not be expected to remember them for a period of, say, six months. Cr Wiggins expressed himself strongly of the same opinion. Since their last special meeting there were two new Councillors, who, of course, could not know anything about these minutes. Cr Kissel spoke to the same effect, and it was agreed that for the future the minutes of each meeting (special or otherwise), should be read at the next meeting. WORKS COMMITTEE'S REPORT. Cr Penlington brought up the report of this Committee on Halm's bridge, the side channels, footpaths, &c. The latter subject was first taken into consideration. After some discussion, it was resolved, on the motion of Cr Cullen, seconded by Cr Armstrong—"That the Works Committee be empowered to employ
day labor for cleaning out the side channels, and repairing the footpaths. Tenders to be called for supplying fine sand, suitable for footpaths, at per load." Cr Cullen called the attention of the Works Committee to the necessity of something being done to the pipes at Farr's bridge. It was agreed that the matter should be left to the Works Committee to attend to, while they were repairing the footpaths. " hahn's bridge. With regard to this work, the Committee recommended that the bridge be repaired on its former plan, with concrete foundations, and the wings to be of a good angle. It was resolved to adopt the recommendation. culvert in balguerie street. With regard to this culvert, the Committee drew the attention of the Council to clauses 12 and 21 of the Borough bylaws. On these and the intervening clauses being referred to, it appeared quite clear that it was the duty of the owner of the property, and not of the Council, to construct and maintain in repair crossings such as the one referred to. It was resolved that the owner be written to to that effect. , VANGIONI's CORNER. The last clause of the report was as follows:— "The Committee also recommend that the matter of filling in the corner on the beach, near Vangioni's shop, be proceeded with at once." The recommendation was approved of, and the Committee empowered to proceed with the work. GORSE HEDGES. Cr Kissel wished to know how it was that nothing had been done in accordance with a resolution of the Council regarding gorse.fences within the Borough. It was held that the subject could not be entertained at the present meeting, and the matter dropped, Cr Wiggins remarking that it was evident that Cr Kissell was a new member, or he would not be surprised at the resolutions of the Council being paid no attention to. The Council then adjourned.
