AKAROA COUNTY COUNCIL.
Saturday, October 25
A special meeting of this Council was held at the Hill-top, on the above date. Present—Messrs Williams (chairman), Fleming, Bradley, Cocp, Dalglish, Gebbie, Barker, and M'Donald.
The minutes of the previous special meeting were read and confirmed, ■ The Chairman read an opinion from Messrs Harper, Harper and Scotfyto)the effect that the Council had no power to alter and confirm a by-law at the* saqjc meeting. The proceedings therefore'in regard to the Pound By-law .wpuld foaye to be commenced de novo. The.ftbject of the present meeting was, therefore, to adopt the by-law, which would then have to be confirmed at a subsequent meeting four weeks afterwards. The resolution confirming the by-law passed at the last meeting having been declared illegal, was then formally rescinded. A resolution adopting the by-lftw" :as read was then passed, and the by-law .ordered to be published. t < This concluded the business of the ape-; eial meeting, and the Council then proceeded to the business of the Ordinary Meeting. The minutes of the previous ordinary meeting were read and confirmed.
