CHAIRMEN'S STATEMENT.
The Chairman said —
" Eiince our lastmeeting the half-yearly accounts ,hay§ f been prepared in accordance with .''The Counties Act,'and are ready for audit. As in accordance <vith your resolution, I have paid the contractors for the Council Chambers a further sura of £150, being amount of architect's certificate for the third progress payment, which makes in all a total of £600. "The balance to the credit of the Akaroa County Fund account this day is £1871 ss, and the County Council account, £502165." ; . The Chairman also referred to the correspondence which had been received since their last meeting, and which would be laid before them. The different matters referred to will be found in their respective places in our report. REGISTRATION OF DOGS. A letter was read from the Colonial Secretary, announcing that Mr F. Priest had been appointed registrar of dogs for the Okain's diatiict. CLOSING OLD ROADS. The Chairman read the draft letter to Mr Montgomery, asking his assistance in procuring some simplification in the process of closing roads. : Mr Gebbie moved that the action of the I Committee be approved of, and the letter forwarded. Mr Fleming seconded the resolution. Mr Coop was still of opinion that the greatest care should be exercised in giving facilities for closing roads in a new coun- I try like this. He should content himself by recording his vote against the letter being sent, and at the same time felt sure that the Legislature would protect the rights of the public. The motion was carried by five to two. MR ARMSTRONG AND THE ROAD BOARD. A letter was read from the Akaroa and Wainui Road Board with reference to the complaints made by Mr G. Armstrong, as to the unfair expenditure of the Board's funds. The Board contended thai the funds at their disposal had been quite inadequate to meet the road requirements of the district; that the particular road asked for by Mr Armstrong was so badly graded that the Board did not feel justified in spending any money on it. The Board enclosed a statement of its receipts and expenditure since 1872, and pointed out that the total amount of rates paid by Mr Armstrong, amounted to £157 4s 9d. MR DAWBER'S GRIEVANCE. A letter was read from the Okain's District Load Board, in explanation of their action or non-action in the matter of a road asked for by Mr Dawber. Resolved that a copy of the letter be forwarded to Mr Dawber. lIVTLIS RIVER POUND. The pouudkeeper at Little River wrote, proceeds of the sale of some cattle out of pound, enclosing cheque for £5 15s Gd, being nett COUNCIL CHAMBERS. The contractor for this building .applied for this building applied for a further extension of time. Extension granted till Dec. 14. POUND CHARGES. The Pigeon Bay Road Board applied for a copy of the by-law for the regulation of pounds. Resolved that the Board be informed that the by-law had not yet been passed. ALTERATION OP ROAD BOARD BOUNDARIES. Letters were read from the Pigeon Bay and Port Lew Road Boards, asking for the sanction of the Council to an alteration of boundaries between the two districts. It was pointed out that a memorial to the Government must be prepared, and forwarded through the Council. The Boards to bo informed to that effect. SECURITY FOR COUNCIL'S OFFICERS. PAYMENTS. ' ] The following accounts were passed for payment:— Lyttelton Times ...£llO 4 Akaroa Town Hall ... 1 10 0 !,:',": DEPUTATION. Messrs Geo. Armstrong, V. Masefieldj and G. Black were in attendance as a .depMatipn from a meeting-of landholders to the east of Aitaroa. Mr Armstrong, who acted as spokesman for the deputation, said he had a petition to present from the above landholders. \t wpuld appear ■-from-that petition that'the persons signing the. petition had purchased over 19,000 "acres of land. He believed he might safely say that the amount was equal to '20,000 acres. Nothing had been spent in the way of making roads to these lands. ' The Chairman asked whether a good deal of the land referred to had not been lately purchased. Mr Armstrong admitted that a considerable portion had been purchased within I the last five years. ■At the suggestion of the Chairman, the Council resolved itself into committee, to consider the petition, and the deputation withdrew. ' Mr Armstrong wished to know whether an answer had been received from the Akaroa and Wainui Road Board on the matter of hig road. The Chairman stated that the letter would be forwarded to him. Mr Armstrong considered that only meant further procrastination. The Chairman could not allow the Council to be dictated to. On restarting, the following resolutions were reported to the Council and carried-: " That a copy of the letter received from .'theA'karoa and Wainui Road Board be forwarded to Mr George Armstrong." g i.That the petitioners be informed that -this Council Jias no funds at its disposal to" accede to their request." : ; Mr Gebbie enquired what sums had been spetit'on the grading, &c, of Mount Bossu road. , The Chairman reported the amounts as follows:— , ; Original survey £40 10 0 Correcting do ... ... ,1518 0 ; £56 8, 0 : INSURANCE. , The Chairman was authorized to effect the necessary insurance on the. Council Chambers. : ti The question of furniture was ordered to stand over till next meeting. The Council then adjourned till Wedday, Nov. 26, at the same time and place.
