London, June 15, It is rumoured that Parliament will he dissolved in autumn. Berlin, June 15. Partial mobilization of Austrian troops in Transylvania and Dalmatia has been •effected. Andrassy and Schouvaloff are partially in accord. Schouvaloff and Lord Salisbury have agreed that the Balkans shall form the Southern boundary of North Bulgaria, which is to become an independent state. South of the Balkans to be an Autononous province, but the frontier to be removed from Egan. England consents to the cession of Batoum and Bessarabia, and takes Armenia under her special protection. The control of neighboring states to be subjected to arrangements made by United Europe. Russia to surrender Byazia. The passage of the ■ Dardanelles aud the Bosphorus to remain in statu quo. At Thursday's sitting Lord Beaconsfield alluded to the dangerous proximity of opposite forces at Constantinople. He hoped that the Russian troops would be withdrawn immediately.
