Gortschakoff's reply to England has been received. The language is moderate. He denies that Russia seeks ascendancy in Bulgaria and says that the indemnify is less than the losses. He considers tliat the existing treaties are actually dormant.. He enquires if England will make counter proposals with a view to arranging a definite peaceThe Russian Circular is regarded as conciliatory. The reply to the address from the Throne was carried by 819 to 64. From rumours reoeivea from, the Cape it is feared that a whole regiment was lost. Tha rumour lacks confirmation Official circles are uneasy.
