Bombay, September 25. Twenty-one thousand, not twentyseven thousand, was the Russian and Roumanian loss at Plevna. Rains in Bulgaria retard operations. An official despatch reports that the Russian centre on September 25 attacked Plevna, and were defeated with very heavy loss. The Daily News' and other specials report great discontent and discouragement at the Russian head-quarters, and that Russian success is regarded as hopeless unless a change is made in the personnel of the staff. The siege operations at Plevna are at a standstill through want of shovels. A severe fight, lasting nine hours, took place between the forces under Ismail Pasha and General Tergiikasoff; the result was indecisive.
Chefket Pasha is entrenched, before Orchame. •
