After twenty-four hours' continuous sitting the African Bill was passed in committee of the House of Commons.
The Russians have been reinforced and are advancing from Ardahan. Their vanguard is near Pennek.
The defeat of the Russians at Plevna is admitted. The Turkish forces are acting on the defensive. Their loss has been relatively sma.1 1 .
Singapore, August 2
Sir Stafford Northcote, replying to a question, said that a special vote for the despatch of troops to the Mediterranean would not he required, but it was not (? necessary to explain the intention of the Government on the subject before prorogation.
