WELLINGTON, October 3

In the amended regulations approved by the Minister of Education for certificates of proficiency and competency in Standard VI. the total percentage required for paes is not increased, but tho candidate must qualify in redding and composition. It has been found that pupils, who were weak in both were gaining admission to free places, and tho Minister considers that ,tho requirements were too low. Exception is made in" free places for ~ technical schools, especially in tho case of pupils who, though unable to reach the standard required, excel in. drawing, handwork and science. . Provision is being made for endorsement to that effect, and if differentiates*^ between the requirements demanded for free places in high and technical schools.
