ASHBURTON BORCUGH COUNCIL
' The ordinary fortnightly meeting of the Ashburton Borough Oounoil was held last night. Present : The Mayor and Councillors Williamson, H. Friedlander, Bird, Keir, Scaly, Scott, Outhbertson, and Brooke. UAXOB'S STATEMENT. The Mayor said that the debit balanoe at the Bank was £1361 10a sd. The amounia whioh had been received since last meeting were : Bates, £2 4s ; licenses, £2 ss ; rente reserves, £26 12s 6d; refunds bridges and oalverts, £2 ; fee for use of Borough seal, £lls. Total, £34 2s 6d. <SBBESPONDENOK. Setters were read (1) From the Hampstaad Town Board asking the Oounoil to reoonßider their determination not to allow the Board to take water from ohannel m Moore street, — The Oounoil deoided after consideration that it oould not alter the determination previously arrived at, Ors Keir, Oulhbertson, and Scott dissenting.— (2) From Mr 0, Braddeli re. questing permission to take water from ohannel m Hayeldok street. — Referred to the Works Committee with power to act. DEPUTATION. A deputation consisting of Messrs R. Aloorn, A, Hairison, D. H. Brown and F. Ferriman waited on the Oounoil and requested that the Oounoil should insert a olaUße m the by-laws lor the management of the Domain preventing the sale of intoxicating liquors at any sports gatherings held there. Mr Aloorn presented a long petition on the subjeat, whioh he said had been signed by most of the residents of the Borough. Mr Harrison desired to draw the attention of the Oounoil to the olass of names that appeared on the petition. It had been signed by olergy, bank managers, publicans, eolioitora, and a large proportion of the members of the various sooieties who would use the ground. *Mr Brown said that the petitioners were partuera m the ownership of the Domain, and as partners they protested againßt any m drink being allowed to be carried on there. The Oounoil were to a great extent the guardians of publio morality, and they were called on to ezeroise their functions fearlessly m the interests of the general welfareMr Ferriman said that m aoaeding to the request of the petitioners the Oounoil would be considering tae oluba and bodies who Would use the group df mi representative members of the majority of these bodies had signed the petition. The Mayor informed the deputation that when the Oounoil went into Domainßoard business the matter brought forward would be considered, THE TOWN CLOCK, j Or Keir asked if anything had been done m regard to the Town Olook. The Mayor said that work would be pat m ■ { band during the next fortnight. , engineers' report. The Engineers' report was read as follows : '■ The labor gang have been principally enj' gagod m filling up the new dam m the t Domain, forming the swimming baths, and I cutting branoh raoe to the gully m the Hospital Grounds, also attending to the 1 water supply, watering streets and other maintenance work; The running traok on the sports ground has been rolled, but we cannot obtain at the present time a supply of cinders sufficient for even a light ooating at a less oost than £15 or £16. We believe, however, we can make a serviceable traok for praotioe, whioh the Bioyole Olub can use , until we oan aooumulate a sufficient suppiy ( for a proper coating. — The contractor for the carpenters work at the Oounoil yards, and fenoe at the reservoir, haß nearly finished his I oontraot, 1 The report waß adopted [ BATKB r.. I It was resolved to take immediate steps for > the recovery of outstanding rates, a proposal i to give the reoaloitrants up to November 30 to pay up being negatived. STATUTORY HALT-HOLIDAY. . i , Pursuant to notice Or Outhbertaon moved \\ ■•'That . after December 1, Wednesday afternoQn'be 'appointed the statutory half --holiday under the Employment of Females and Others Aot. He said that under the Act of . 1881, Saturday afternoon was fixed as a half- , holiday for females and young persons, but an Amending Aot gave MunioipalOounoils power to appoint some other day found more suiti able. At present girls m workshops here were given their half-holiday on Wednesday, , but as a matter of fact the employers were : technically liable to proseoution and punishment if their hands did not get Saturday i afternoon slab. • Or Brooke seconded the motion -pre firm*. ? He thought it would be just as well to leave things alone till they had an expression of opinion from those obiefly interested. 1 Or Friedlander Baid that when the notios of i motion was brought forward he wbb favorably disposid towards it, but sinoe then the Wednesday half-holiday had oollapaed, and he did not see that it was daairable to pass 1 the motion now. i Or Keir thought it would be advisable to postpone consideration , of the motion till it had been seen whether th,e Wednesday half* would survive or not, Or Scott supported the motion. He had i interviewed most of the employers afleoted, and found them favorable to the projeot. From what he had heard during the week he was inolined to think that the half •holiday would be continued. Or Williamson thought that the employees were the people most to be considered. Perhaps Saturday afternoon was tha most BUitabjo for |b,eir holiday, and m altering it to Wednesday the Cbuuoil might be working them a hardship. Or Outhbertson replied to the objections raised against his proposal, but ultimately withdrew his motion for the time being. WOENSBB. Lioenses were granted as follows r— Petroleum, £.
