The ordinary fortnightly meeting of thei Aahburton Borough Ooanoli was held last night, Present— The Mayor and Oca \yiilUmsop, R. Frledlandor, Kelr, Scaly Bird and Scott, ha yob's statbmbnt. The Mayor tald that the debit balance at the bank was £1074 4a 6d. The amounts whloh had been received since last meeting were :— Rates 1889, £4 6) ; rents of reserves, £20 lOi; rent of Domain, £25 ; lioenses pnbllo baildlngi, £2 ; Canterbury Fire Insurance Association, subsidy, £40 ; Borough seal, £1 Is ; Library aooounr, 13s ; fiaes undor by-laws, £16 ss ; Pawnbroker's license, £10. Total, £120 ss. COKRESPOyDENOB. Letters were read, (1) From Mr J. Tasker, asking that oertaln repaid might be made to right of way between Peter street and Oox street. — It appeared that the right of way gave aooess to Borough reserves, — Or Scaly moved that the Works Committee be authorised to attend to the matter.— Or Williamson and Or 2Medlander objected to the precedent thus raised . Ultimately the Works Committee were hotfooted to report: (2) From the New Zealand Loan and Mercantile Agenoy Company, asking oa what terms a Glasgow lease would be granted m respeot of reserve oooapled by toe Company. "Referred to the Reserves Oommlitee. (3) From Mr JEL Gates requesting permission to barn rubbish. — Granted, sabjaot to the uaaal oonditionf. (4) From Mr Smlthel requesting permission to ose engine to shift building In Burnett street. — PermUalon was granted provided the work be ions before half past eight o'clook In the morning. (5) From the Fire Insurance Association forwarding annual grant of £40 .—0r Williamson thought that now the Ooonoll; had obtained a steam fire engine the Association thould increase the grant. — The Miyo* promised to keep the matter m view. (6) From Mr A. H. Field requesting to burn small straw stack. Permission was not granted as it was oontrary to the by-lnwß to keep straw stacks m the Borough or to burn straw. (7) Mr Mr G. W. Leadley requesting permission to remove shed m R&velock street. — Granted, subjeot to the usual conditions. engineers' report. The Engineers' reported that the Con • traotorjivJ^S?"." .Nelson and Hayes had to the Engineer's cottage, and making gates for the Domain, and some small works In addition. There were one or two minor matters to be Attended to, but these would be done In a day or t#o. The report was adopted. RAILWAY XiaCß TABLE. Cr Frledlander asked if anything farther had been done m the matter of moving for an alteration of the railway timetable; The Mayor said thrt he understood a petition was being circulated m the town. OUTSTANDING BATJB. It was decided to tako stops for the recovery of outstanding rates. THB DOMAIN SPOBTS QROTTND A deputation constating of Me Bars Refd, Stevens and Wall, representing tie Caledonian Sooloty and Bloycle Club waited on the Council and aald that, although the Football and Orioket Clubs bad dropped out, the sooletles they repre. sented were willing to bear their portion of the expense of forming the ground and to pay the annual rental. Aa they only required a racing track to be made the expense of formation would bo less than that which the first proposals entailed. At a subsequent meeting of the Oouooll as a -Domain Board the proposals were considered, and It was decided to form the rlolng traok. Toe Mayor thought that money spent on barbed wire or a pharge of dynamite for this particular purpose would bb money well expended by the Oounoll, In reply to Or Friedlander Oe Kelr aald that spikes would be too expensive aa compared with barbed wire. After some further discussion Or Frledlander moved that the attention of the polloo be called to men sitting on the railings around the tquare. Or Williamson seconded the amendment which was oarried, the motion being allowed to stand over for a month. It'waa decided to post up notices warnlog people sitting on the fenoe that they were liable to prosecution. ■WEIOHXB AND MGASUBBB. The Mayor repottod that he had rnoolved Information that It was probablo that a complete sat of weight and measure test'ng apparatus woald be reoelved by the lio&l ofibe within three weeks. I LICENSER It was dco'ded to notify that all licenses must be taken oat within % week of the commencement of each annual period. Licenses were granted to St Stephen's schoolroom and Templar Hall subjeot to the Engineer's report on the buildings being favorable, PAY.UEST3. Aocounts amounting to £160 were Riaaed for payment, and the Oounoll adjourned.
