THE SAMOAN QUESTION.
A DISCLAIMER FROM BISMARCK.

In a. despatch to Herr Steube!, the lately appointed German Consul for Samoa, Prince Bismarck states that he holds Dr Knapp, ex-Consul at Apia, responsible for the evils resulting from the military action taken under Knapp's direction on December 17 last. Prince Bismarck further states that Knapp by his behaviour needlessly imperilled the people of the United States of America and Germany.
The new Consul has no orders to give the Samoans about their own affairs, his mission being restricled to the protection of German property and interests and assisting m the development of their commerce. Prince Bismarck forwards instruction to the German naval commanders to use their own discretion when requisitioned by the Consuls for an armed force, unless such request is supported by the direct authority of the Foreign office.
