LEFT TO STARVE.

A proseootlon was opened In Paris on December 18 (lays the "St James' Gssette") against M. Genoullle, exGovernor of Senega), who if accused of causing the de»ths of four negroes by leaving them to starve on one of the Alcattas Isle*, on the Senepal coast. la October 1887 the Frenoh flag was hoisted on the island, which Is a barren reef covered with <?uano, and four black men were left In charge, with a aapply of provlaions and water for two months. The blacks appear afterwards to have been forgotten, and their supplies were not renewed. On the 17th of May 1888 the captain of a gonboat landed on the Island, and found the four men lylcg dead at the foot of the French flag. All their provisions had long disappeared, nor was a drop of water to be seen— they bad died of hanger and thlrßi. At the trial M. Genoullle threw the responsibility ou Oaptaln Ferrat, affirming tbat h« had inttraoted him to look after these p >or men. M. Ferrat, on his side, decKred tbat he had discharged his doty until bis removal from bW post at the end of last year ; bat he maintained that it was for the Governor to give the order for the departure of the despatch boat. Judgment was deferred.
