SEEKING A QUARREL WITH ENGLAND. (per press .association.) St Petebsbubg, Febrnary 25. Russia has demanded from the Shah of Persia permission to construct a railway m that country. London, February 25, With reference to the Russian exten- j sion of railway to the southward, M. Arminius Vambe'iy, the well-known Hungarian traveller, states that it is seeking a pretext for a quarrel with England over the administration of affairs m Afghanistan.
The " Nord-Deutche Zeitung " admits that the intentions of the Ameer are of a pacific nature.
The German Press generally advise England to induce the Ameer to retire from the Russian frontier.
