London, February 18.Before the Special Commission it has been pointed put that the " Times " pub- ' lished the Parnell letters the day preceding that on which the motion for the second reading of the Crimes Act was set down for discussion m the House oi Commons. (Received February 20, 13 6 p.m.) Paris. February 19 M. Meline has only secured four adherents. M. De Freycinot has refused to join .the Ministry. Probably Mr Rouvier will be summoned to undertake the task of forming a new Ministry but the Radicals distrust him.
