THE PRESIDENT OBDURATE. [reuter's telegrams— copyright. Paris, November 22. M. Clemencyeau has declined to undertake the formation of a Ministry. M, Grevy then summoned M. M. Freycinet and Floquet, who m turn also declined to form Cabinets. The President, who is o.bdurate m his intention not to resign, has now summoned M. Brisson, Paris, Novftnber 23. M. Clemenceau has informed M. Grevy that be will best serve the Republic by resigning the Presidency.
