IMPORTANT SPEECH BY LORD SALISBURY.
London, March 6.
At a banquet at the .National Conservative Club last night, the Marquis of Salisbury delivered a speech, m which he dealt at some length on the aspect m Europe. He declared that the outlock had recently much improved, and, m spite of the increased armaments, which are being carried on hy the Continental Powers, the prospects of peace were greater than had been the case for some time. The retirement of Sir Michael Hicks-Beach he considered to be a disaster to the country and the Cabinet. He hoped, however, that his retirement would only be temporary. Referriing to Ireland, he stated that the delay m passing the new rules for Parliamentary procedure impeded the introduction of measures for dealing with that country. The main difficulty with regard to Ireland was the breakdown of the jury system, which it would be necessary to remedy or abolish.
