LORD SALISBURY'S PLANS.

London, February 21. A meeting of Conservative peers and members of the House of Commons was held to-day at the Foreign Office. Lord Salisbury urged the vital importance of amending the rules of procedure so that the length of speeches might be curtailed and the Government; have a fair opportunity of bringing on business. Among the Bills intended to be submitted to Parliament was a Bill amending the Criminal Law. Speaking on the programme of legislation for the amelioration of affairs m Ireland, Lords Salisbury said that when the question of Parliamentary procedure was settled the Government intended to Introduce a Bill dealing with the affairs of Ireland. The provisions of the Bill would be somewhat on the basis of the recommendations contained m the Lord Commissioners' report. Several members of the Commons urged upon the Government tbe necessity of introducing a Local Government Bill on popular lines.
