Wairoa July 26th 1866 Sir, I write at the request of "Maihi Kai Moana" and his son 'Aperana' and other natives to lay before you in the first place the proposal of 'Maihi' and his son to sell to the Governmt. a considerable slice of the land on the North Bank of the 'Wairoa' and secondly to express the dissatisfaction of a large section of the natives at the proceedings of 'Taeapa Kawana' and the lessee of some 15000 acres of the N. Bank of the river as sheep run Mr. Davis in surveying the entire block exclusive of portions of acknowledged Hau Hau land and also land belonging to natives unwilling to accede to the scheme of Taeapa and to the lease to Daviss - Of the above named subject I will only add the confirmation of my own knowledge to say that the dissatisfaction does exist, and my opinion has nothing can be so unwise in the case of a young and likely to be thriving settlement for the Govt. to permit the monopoly of so fine a block of land in immediate proximity to it by allowing it to become almost a freehold in the hands of a single holder whom ever that holder may be - In reference to Maihi and his sons offer, I may take some credit in having long laboured to induce the owners to make over a portion of this fine flat to the Govt. Maihi wants to reserve a small block of about 10 or 15 acres on the spot where I am at present living I have sketched in on the other side of the paper the piece which he offers - I cannot say the number of acres contained in the block, but shall be happy to ascertain for you if wished - In conclusion if land in the immediate neighbourhood of the Township be leased surely it is better that the Govt. become leasees than private individuals the success of the Napier plains experiment I think proves my position. I trust you will not think I have taken a liberty in writing on this subject and beg to remain Sir Your Honors most obedt. Servt. Geo. B. Worgan
