The legislature of Rhode lslari has adopted a resolution instiuctinl its Attorney-General to begin acti<! in the name of the state to te»t tfcl constitutionality of the Eighteen:! Amendment. So far as is known, tl State has ever before asserted ii sovereign right against its sistJ States. The purport of the resolutK 1 ! is that the Prohibition Amendment I an infringment upon the police powrt of the State, hitherto exclusively tv ercised by them, and therefore is r° an amendment to the Constitute but an infringement of sovereig* rights “contrary to the spirit and system of the dual form of govern meti erected by t*'* Constitution.” —“Unit* Signal.”
