Sir, I have the honour to inform you that, pending the conclusion of a formal air transport agreement between the Government of New Zealand and the Government of the French Republic for the exchange of air transport rights in respect of their respective regional air services in the South Pacific, it is proposed that air transport operations be conducted in accordance with the following arrangements : 1. The New Zealand Government will grant to an airline designated by the French Government the right of transit and of stop for non-traffic purposes in the trust territory of Western Samoa and the Cook Islands, as well as the right to set down and take up at Faleolo in Western Samoa and Aitutaki in the Cook Islands international traffic in passengers, mail and freight on a route between Noumea in New Caledonia and Papeete in the French Establishments of Oceania. 2. The French Government will grant to an airline designated by the New Zealand Government the right of transit and of stop for non-traffic purposes in French territories in the South Pacific as well as the right to set down and take up at Noumea in New Caledonia and Borabora or Papeete in the French Establishments of Oceania, international traffic in passengers, mail and freight on a route between Auckland in New Zealand and Borabora or Papeete in the French Establishments of Oceania.
