(3) That the rights and prerogatives of the Crown are affected in the following respects : {a) The provisions of the Bill relate to reserves under the Public Reserves, Domains, and National Parks Act, 1928, which are vested in the Crown ; and (b) Clause 6 of the Bill involves an appropriation.
