I hereby certify that the Income and Expenditure Account and balance-sheet have been duly examined and compared with the relative books and documents submitted for audit, and correctly state the position as disclosed thereby, except that—(l) The accounts include charges against the Department for rent and interest for which the Department possesses no parliamentary appropriation ; (2) the fees charged in the Income and Expenditure Account include the actual cost of valuations made for the State Advances Department, whilst only a scale charge is recovered, and the item " Sundry Creditors " is correspondingly understated. —J.
