New Zealand, No. 76. Sir, — Government House, Wellington, 15th April, .1921. With reference to your predecessor's despatch, Dominions No. 5.24, of the 31st December last, regarding the presentation by His Majesty the King of a memorial plaque and scroll, I have the honour to inform you that my Government will be pleased to collect Dominion applications, and the Marine Department is accordingly taking the necessary steps in the matter. No. 6. New Zealand, No. 95. Sir, — Government House, Wellington, 9th May, 1921. With further reference to your predecessor's despatch, Dominions No. 48, of the 29th January, and in continuation of my despatch, No. 74, of the 14th April, I have the honour to inform, you that my Ministers now consider it advisable that New Zealand should be represented, at least nominally, at the Second International Congress for the Welfare of Childhood, in order that copies of the publications of the Congress may be obtained for the use of the New Zealand Education and Public Health Departments. 2. Sir James Allen, High. Commissioner for New Zealand in London, has therefore been asked to act as delegate for the Dominion at the Congress. I have, &c, JELLICOE, The Right Hon. Winston S. No. 7. New Zealand, No. 99. Sir, — Government House, Wellington, 10th May, 1921. With reference to your despatch, No. 39, of the 22rid February, I have the honour to inform you that the Government of New Zealand inaugurated the administration of the mandated territory of Western Samoa on the Ist May, 1920, when the Samoa Constitution and Supplementary Orders, providing for Civil Government in accordance with paragraph 6 of Article 22 of the Peace Treaty with Germany, came into operation. The orders were duly published in the New Zealand and. Western Samoa Gazettes. They were passed under authority of an Imperial Order in Council issued under the Foreign Jurisdiction Act, 1890, in anticipation of the receipt of the mandate from the League of Nations.
