No. 2. New Zealand, No. 20. My Lord,- Government House, Wellington, 9th February, 1921. 1 have the honour to inform Your Lordship that a statement is current in New Zealand that the Government of Italy is in possesssion of certain new and valuable information in regard to the control ol diseases in fruit-trees and other plants. As no particulars of the nature of this information are available, my Ministers would be glad if you would cause inquiries to be made as to whether the statement is correct, and, if so, they would be obliged if particulars could be supplied to them. No. 3. New Zealand, No. 09. Sir, — Government House, Wellington, 12th April, 1921. I have the honour to refer to Viscount Milner's despatch, No. 168, of the 23rd August, 1920, and to confirm my telegram of to-day's date, relative to the question of increased contributions to the funds of the Imperial Institute. 2. The suggestions made by Lord Milner have been very carefully considered by my Ministers, and have also been brought under the notice of the New Zealand Institute and of those responsible officers of the Public Service of the Dominion whose duties are of such a nature as to render their opinion on the subject worthy of consideration. 3. As the result of these inquiries and of the discussions following them, combined with the present necessity for the exercise of the strictest economy, my Ministers feel, with great regret, that they cannot at the present time accede to the request that New Zealand's contribution to the funds of the Institute be increased to £3,000 per annum. The Prime Minister will, however, look into the matter during his forthcoming visit to England, and on his return to the Dominion will give further consideration to the proposals. No. 4. New Zealand, No. 71. Sir, — Government House, Wellington, 13th April, 1921. With reference to your predecessor's despatch, No. 1, of the 4th January, regarding the issue of war medals to members of the mercantile marine, I have the honour to inform you that the last paragraph of clause 1 of the notice of May, 1920, is not intended to exclude members of the mercantile marine resident in New Zealand who may have served in voyages to the United Kingdom, but is treated as in addition to paragraph 2 of clause 1, which provides for the recognition of service out of ports in the United Kingdom. 2. Copies of the New Zealand instructions and forms which were enclosed in my despatch, No. 199, of the 17th December, to Lord Milner, for transmission to the Government of the Union of South Africa, were also sent direct to the Government of the Commonwealth of Australia. 3. As the forms of application are now being reprinted to meet the amended conditions, fresh copies will be shortly forwarded direct to Canada, Australia, South Africa, and Newfoundland, as requested. New Zealand, No. 76. Sir, — Government House, Wellington, 15th April, .1921. With reference to your predecessor's despatch, Dominions No. 5.24, of the 31st December last, regarding the presentation by His Majesty the King of a memorial plaque and scroll, I have the honour to inform you that my Government will be pleased to collect Dominion applications, and the Marine Department is accordingly taking the necessary steps in the matter. No. 6. New Zealand, No. 95. Sir, — Government House, Wellington, 9th May, 1921. With further reference to your predecessor's despatch, Dominions No. 48, of the 29th January, and in continuation of my despatch, No. 74, of the 14th April, I have the honour to inform, you that my Ministers now consider it advisable that New Zealand should be represented, at least nominally, at the Second International Congress for the Welfare of Childhood, in order that copies of the publications of the Congress may be obtained for the use of the New Zealand Education and Public Health Departments. 2. Sir James Allen, High. Commissioner for New Zealand in London, has therefore been asked to act as delegate for the Dominion at the Congress. I have, &c, JELLICOE, The Right Hon. Winston S. No. 7. New Zealand, No. 99. Sir, — Government House, Wellington, 10th May, 1921. With reference to your despatch, No. 39, of the 22rid February, I have the honour to inform you that the Government of New Zealand inaugurated the administration of the mandated territory of Western Samoa on the Ist May, 1920, when the Samoa Constitution and Supplementary Orders, providing for Civil Government in accordance with paragraph 6 of Article 22 of the Peace Treaty with Germany, came into operation. The orders were duly published in the New Zealand and. Western Samoa Gazettes. They were passed under authority of an Imperial Order in Council issued under the Foreign Jurisdiction Act, 1890, in anticipation of the receipt of the mandate from the League of Nations. that the Government of Italy is in possession of new and valuable information regarding the control of diseases in fruit-trees and other plants, I have the honour to inform you that no further information on the subject is available in New Zealand than that contained in my despatch, No. 26, of the 9th February last. 2. As there does not appear to be any foundation in fact for the statement which was current in the Dominion at the time my despatch was written, it is not desired that inquiries should be pursued in the matter, though the offer of the Minister of Agriculture to do so is very much appreciated by my Ministers. With reference to your despatch, No. 122, of the 20th June, intimating that His Majesty's Government and the Government of India have agreed to pay a special subscription to the International Customs Tariff Bureau of three times the normal contribution in respect of the year 1921-22, I have the honour to inform you that my Government has decided to make a similar payment on behalf of New Zealand. No. 10. New Zealand, No. 170. Sir, — Government House, Wellington, 25th August, 1921. I have the honour to acknowledge the receipt of your despatch, No. 121, of the 20th June, relating to arrangements for the issue of medals to members of the mercantile marine, with particular reference to New Zealand. 2. My Ministers ask me to state that in the case of an applicant to whom the ribands of the British War Medal and the Mercantile Marine Medal have been issued in the United Kingdom, who now resides in the Dominion, and who applies for the issue in New Zealand of the medals, the procedure adopted by the Marine Department is to fill in a form of application for the ribands and medals, and to note on the application form that the ribands have been issued in the United Kingdom, &c, quoting at the same time the number of the " authority to wear the ribands " which was issued to the applicant. This having been done, the Marine Department will forward to the Board of Trade a copy of the form of application with its endorsement, and any additional information which may be available, so that the medals may be forwarded by the Board of Trade to the Marine Department for issue in New Zealand. 3. If similar procedure is adopted by the Board of Trade in the case of those applicants who receive the ribands in New Zealand and are now resident in the United Kingdom, the medals will be forwarded from New Zealand for issue. 4. This method, which it is hoped will be convenient to the Board of Trade, is considered advisable in order to avoid any unengraved medals remaining on hand in this Dominion. No. 11. New Zealand, No. 171. Sir, —- Government House, Wellington, 26th August, 1921. With reference to your despatch, Dominions No. 234, of the 13th June, I have the honour to inform you that the Government of New Zealand will favourably consider the question of contributing towards the cost of the Imperial Forestry Bureau, but is at present unable to estimate its due proportion of the total expense of the Bureau. With reference to your despatch, No. 108, of the 31st May, on the subject of Arctic Medals for members of the " Aurora " Expedition, I have the honour to inform you that the Government of New Zealand will be'pleased to give every assistance in connection with the location of the claimants and issue of the medals in New Zealand, when they are forwarded. No. 13. New Zealand, No. 201. Sir, — Government House, Wellington, 21st September, 1921. With reference to your despatch, Dominions No. 232, of the 11th June, regarding the desire of the Imperial Bureau of Mycology to receive official publications of all descriptions containing scientific or popular articles dealing with the diseases of plants, I have the honour to inform you that the Bureau will be supplied with bound copies of the Neiv Zealand Journal of Agriculture, as complete a,s it is now possible to make it. The Journal is the only publication the Department of Agriculture issues which deals with, the subject-matter of your despatch under reply. The address of the Bureau will also be placed on the Department of Agriculture's mailing-list for future issues of the Journal, and should any other publications dealing with plant-diseases be issued in the future, copies of these will be forwarded as published. 2. It is regretted that owing to the short existence of the State Forest Service as a separate Government Department, pressure of other urgent work has prevented the undertaking of any investigation of tree-diseases. It is hoped, however, later on to have mycological investigations made, and results of such will be intimated to the Bureau as available. I have, &c, JELLICOE, The Right Hon. Winston S. With reference to your despatch, No. 175, of the 10th September, regarding the return of Austrian missionaries to the stations in the British Empire in which they worked before the war, .1 have the honour to inform you that there were no Austrian missionaries in Western Samoa at the time mentioned. With reference to my despatch, No. 69, of the 12th April, I have the honour to inform you that the proposals for an increased contribution to the funds of the Imperial Institute, contained in your despatch. No. 168, of the 23rd August, 1920, have been further considered by my Ministers, who have now decided to increase New Zealand's contribution to the funds of the Institute to £1,000 per annum. 2.
