My Lords are taking steps to make due provision for the same in the Estimates for L 909 10 but in the meantime I am to state with reference to section 6 of that Act, that it would be convenient that the instalments of the revised subsidy should be paid in London as heretofore, application being made by the Accountant General of the Navy to the High Commissioner for New Zealand on or about the dates referred to m the Act beginning on 12th May, 1909. With reference to my predecessor's Circular despatch of the Bth February, 1907, I have the honour to request that you will inform your Ministers that in virtue of the power vested in them by Section 5 of the Merchant Shipping Act, 1906, the Board of Trade have fixed the Ist of October 1909, to be the appointed day for the purpose of Part 1 of that Act, on which date certain provisions of the Merchant Shipping Act, 1904, relating to load line and life saving appliances will be applied to Foreign ships in the ports of the United Kingdom.
