This is only the smooth surface of stagnation, allowing an accumulation of weeds to check progress. Such has been the condition of Christehurch'Hospital for the last few years, but the present Board have had details of inefficient internal management placed before them in plain terms by the honorary staff and this by Department, and seem willing to do what lies in their power to remedy the errors of former Boards.
