The nursing staff consists of a Matron, another registered nurse, and a probationer. The probationer understood that she could not be trained here. There was no hot-water system, and no sinks in connection with wards and dispensary. There was no telephone. Sanitary matters are under consideration, and some alterations are pending. At the commencement of the year the Department learned through the Press that the Board had issued by-laws framed on those of Northern Wairoa adversely criticized in the last report. We have no official notice of these, and if the facts are as stated the action of the Board is illegal. According to section 63 of the Act of 1885, " A copy of every by-law when made shall be sent to the Colonial Secretary before the same shall come into operation."
