The Council must again refer to the need of a Professor of Biology. Students have to go elsewhere in order to complete their course for a science degree. The drain upon the funds of the College for the Queen's Scholarships precludes the Council from making this necessary appointment, and the Council urge upon the Government that this burden should be removed from them, a burden which no other University College in the colony has to bear. Auckland College, which has a statutory annual grant of the same amount as this College (£4,000), has no scholarships to pay out of it, and, in addition to the grant, has some reserves which produce revenue. The Victoria College possesses a reserve, but it is of such a nature that it cannot be let, even though offered at 6d. an acre. I enclose a copy of the statement of accounts for the year ended the 31st March last. I have, &c, Chas. P. Powles, Eegistrar. The Hon. the Minister of Education, Wellington.
