STATE COAL-MINES. (REPORT ON THE WORKING OF) FOR THE YEAR ENDED 31st MARCH, 1941.

Prepared in accordance with the requirements of Section 184 of the Coal-mines Act, 1925.

REPORT ON SOUTH ISLAND STATE COAL-MINES. The Superintendent, State Coal-mines, Greymouth, to the Under-Secretary, Mines Department, Wellington. Sir,— Ist May, 1941. I have the honour to submit my annual report on the working of the State coal-mines (South Island) for the year ended 31st March, 1941. Liverpool Colliery. Coal-winning. —The gross output for the year was 166,528 tons 14 cwt., an increase of 14,593 tons 16 cwt. when compared with the figures for the previous year. After making allowances for stocks on hand, and deducting mine consumption and waste, there remained for disposal 160,291 tons 14 cwt. I qr., which is accounted for as follows : —

The gross output from the colliery since its inception amounts to 3,460,246 tons 19 cwt. During the year the colliery worked on 233 days, an increase of 24 days when compared with the, previous year. The possible working-days, excluding Saturdays and union holidays, were 266.* The difference between the days worked and the possible working-days is accounted for as follows : Dispute re horse-driver, 2 days ; Anzac Day, 1 day ; May Day, 1 day ; re truckers, 5 days ; slips, 6 days ; heavy rain, 3 days; non-issue of pay tickets, 1 day ; Labour Day, 1 day ; funeral of victims of Kaye and party disaster, 1 day ; no orders, 2 days ; Christmas holidays, 10 days. Employees. —In connection with coal-winning, the average number of persons employed in and about the mine was 319 men and 16 boys, made up as follows —Underground : Hewers, 90 ; deputies, shiftmen, and truckers, 177 ; boys, 1. On the surface : 52 men and 15 boys. Expenditure.—The total expenditure in connection with coal-winning for wages, stores, mine timber, and compensation, together with subsidies on railway tickets and cost of fuel used on works, amounted to £138,295 13s. Bd., as compared with £117,519 4s. 6d. for the previous year. Coal-hewers' Average Daily Earnings. —The coal-hewers' average daily earnings (gross) were £2 ss. 2d. per day, and after deducting stores (explosives) their net return was £2 Is. 3d., an increase of 3s. Bd. per day when compared with the previous year. Daily Output. —The average daily output was 714 tons 14 cwt., and the coal-hewers' average daily output was 8 tons 19 cwt., as compared with 726 tons 19 cwt. and 8 tons 3 cwt. respectively for the previous year.

Deficiencies .—The total amount paid under the minimum-wage clause was £22 17s. 7d. Accidents. —Several serious accidents and a number of minor accidents occurred during the year, of which the following is a summary : — A collier received a fracture of both leg and ankle when he was caught by a fall of coal. A shiftman was caught between a truck and prop, resulting in his pelvis being fractured. A trucker had his arm. caught between two trucks, resulting in a fracture of the wrist. A shiftman was struck by an empty truck, his ankle being fractured. A collier was struck by a piece of falling coal and received a fracture of the arm. Mine Workings, Morgan Seam. —The major portion of the operations in the Morgan seam was pillar-extraction in the Nos. 1 and 2 banks, Morgan West, and Nos. 2 and 4 banks, Morgan East. Development work was carried out in the No. 3 bank, Morgan West, and levels were driven in a westerly direction. In the bottom level the coal is pitching at an angle of 60°. In the cross-cut section the gradients are becoming less steep and. the coal is of a harder nature. In the Morgan main east level, two dips have been started and driven a distance of 12 chains, practically due south, in coal approximately 30 ft. in thickness. Development work in this section has been carried out with coalcutting machines, one " Eickhofi " and one " Korfmann " machine being used. All shot-holes were bored by a rotary, compressed-air machine. Both headings have been, driven next to the hard mudstone roof, resulting in a saving of timber and greater safety on the main haulage-road. A small panel to the west has been, developed by ordinary hand methods, and in this panel all places have been driven on the floor. A small barrier of sufficient thickness to isolate this section from the older Morgan East working has been left. Concrete Stoppings. —All necessary stoppings to isolate the fire area in the Morgan East section have been completed. Kimbell and Anderson Seams. —In the Kimbell west dip section, development places to the rise are still being driven in coal of good quality, but the grades are very irregular. To the west, all solid places have been completed, and a barrier left adjacent to the No. 1 bank fire area in the Main. Kimbell west level. Anderson Dip. —Development work to the dip has been stopped, the grade being 1 in, I|. Two levels east and two levels west are being driven to work the coal between the converging faults. Pillar-extraction, West Level. —Pillar-extraction has been, carried out in the West Level, Kimbell dip, and when nearing completion a heating occurred and the area was sealed, ofi. Considerable quantities of gas are being given ofi. The coal in the section is of a soft nature. No. 8 Section. —All solid work has been completed, and pillar-extraction has been commenced in Nos. 6 and 7 banks. Pillar-extraction in the No. 1 Kimbell West was completed during the year. Endless-rope Haulage. —Preparations have been made to install an endless-rope haulage in the Kimbell and Morgan dips, but owing to delays in the delivery of the plant the work has not been completed. Repairs and Maintenance. —All necessary repairs to buildings, viaducts, &c., have been carried out. A start has been made to re-lay the hoist road with 40 lb. rails, and the work is now well in hand. Stone-dusting. —Work under this heading has been continued. The total number of samples taken, from the Liverpool Colliery and analysed was 459. Viaduct. —The substance mentioned in previous annual reports has continued, and constant realigning of the viaduct and hoist-road is necessary. James Colliery. Coal-winning. —The gross output for the year was 22,936 tons 4 cwt., a decrease of 1,819 tons 4 cwt. when compared with the figures for the previous year. After making allowance for stocks on hand and slack raised, and deducting mine consumption and waste, there remained for disposal 22,951 tons 7 cwt. 1 qr., which is accounted for as follows : —

During the year the colliery worked on 246 days 6 hours, an increase of 20 days 6 hours when compared with the previous year. The possible working-days, excluding Saturdays and union holidays, were 266.* The difference between the days worked and the possible working-days is accounted for as follows : Anzac Day, I day ; May Day, 1 day ; strike re truckers, 4 days 2 hours ; electrical defect, 1 day ; Labour Day, 1 day ; funeral of victims of Kaye and party disaster, 1 day ; Christmas holidays, 10 days. Employees. —In connection with coal-winning, the average number of persons employed in and about the mine was 42 men and 2 boys, made up as follows—Underground : Hewers, 16 ; deputies, shiftmen, and truckers, 21. On the surface : 5 men and 2 boys. Expenditure.-^The total expenditure in connection with coal-winning for wages, stores, mine timber, and compensation, together with subsidies on bus fares and cost of fuel used on works, amounted to £17,885 14s. 2d., as compared with £20,353 14s. Bd. for the previous year. Coal-hewers' Average Daily Earnings.—The coal-hewers' average daily earnings (gross) were £1 14s. Bd. per day, and after deducting stores (explosives) their net return was £1 Bs. 2d., a decrease of Is. per day when compared with the previous year. Daily Output. —The average daily output was 92 tons 19 cwt., and the coal-hewers' average daily output was 6 tons 8 cwt., as compared with 109 tons 11 cwt. and 6 tons 12 cwt. respectively for the previous year. Deficiencies. —The total amount paid under the minimum-wage clause was £117 os. lid. Stone-dusting.—Work under this heading has been continued. The total number of samples taken from the James and Strongman Collieries and analysed was 161. Underground Workings. —Coal-winning operations during the year were carried on in both pillar and solid workings. Pillar-extraction has been continued to the east and west of the main north headings. Development Work. —Development work is still proceeding in a north-easterly direction, and to the west has been stopped adjacent to the fault, as the coal at this point is of an inferior quality. East of the main north heading the places are approaching a fault-line which will cut off all development in this direction. Repairs. —All necessary repairs to haulage-roads, &c., have been carried out. Serious Accident.—The only serious accident at the James Colliery occurred when a collier fell from a canch, struck the end of a rail, and injured his spine. Strongman Colliery. Coal-winning. —The gross output for the year was 77,862 tons 7 cwt., as compared with 43,836 tons 9 cwt. for the previous year, an increase of 34,025 tons 18 cwt. After deducting mine consumption and waste, and making allowances for stocks on hand, there remained for disposal 77,054 tons 8 cwt. 1 qr., which is accounted for as follows : —

During the year the colliery worked on 247 days 6 hours, an increase of 22 days 6 hours when compared with the previous year. The possible working-days, excluding Saturdays and union holidays, were 266*. The difference between the days worked and the possible working-days is accounted for as follows : Anzac Day, 1 day ; May Day, 1 day ; strike re truckers, 4 days 2 hours ; Labour Day, 1 day ; funeral of victims of Kaye and party disaster, 1 day ; Christmas holidays, 10 days. Employees. —In connection with coal-winning, the average number of persons employed in and about the mine was 165 men and 19 boys, made up as follows —Underground : Hewers, 47 ; deputies, shiftmen, and truckers, 81, boys, 7. On the surface : 37 men and 12 boys. Expenditure.- 'We total expenditure in connection with coal-winning for wages, stores, mine timber, and compensation, together with subsidies on bus fares and cost of fuel used on works, amounted to £72,754 9s. 7d., as compared with £4-1,201 18s. lid. for the previous year. Capital expenditure, £13,337 ss. 6d., as compared with £15,558 17s. 2d.

Coal-hewers' Average Daily Earnings. —The coal-hewers' average daily earnings (gross) were £2 Is. Id. per day, and after deducting stores (explosives) their net return was £1 18s. Id., an increase of 6s. Id. per day when compared with the figures for the previous year. Daily Output. —The average daily output was 314 tons 5 cwt., and the coal-hewers' average daily output was 6 tons 14 cwt., as compared with 194 tons 16 cwt. 2 qrs. and 6 tons 8 cwt. respectively for the previous period. Deficiencies. —The total amount paid under the minimum-wage clause was £86 19s. 6d. Underground Workings.—Coal-winning operations at this colliery were confined to development work in both the upper and lower seams. No. 1 Heading. —West of the 90 ft. fault, the main north heading was driven a distance of 10 chains in coal varying from 17 ft. to 20 ft. in thickness. At this point, owing to the fault displacement, it was found that the upper and lower seams had met, and the main heading was continued in the lower seam for a distance of 2 chains. From the main north No. 1 heading, parallel headings have been driven in the lower seam to the dip ill an easterly direction for a distance of 6 chains. The coal in this seam is more friable than that of the upper seam. West of the No. 1 north heading, development work was continued for a distance of 4J- chains, where a fault, cutting off all the west levels, was encountered. Development work to the north is still being continued in the upper seam. No. 2 North Heading, Upper Seam. —From the main level east of the 90 ft. fault, development work has been continued to the north between two parallel faults approximately 12 chains apart. A distance of 12 chains has been driven. One panel has been developed in coal 21 ft. in thickness. Main East Heading. —From a point at the intersection with the main south level, the main east heading was driven a distance of 8 chains, rising 1 in 5, when a 30 ft. upthrow fault was met with. The fault was crossed in the companion heading, and development was continued to the east, the main east heading remaining stopped on the fault pending the result of prospecting operations in the back heading. Main South Heading. —Parallel headings were driven in coal a distance of 7§ chains. At this point the fault first encountered in the main east heading was again struck. Places in stone were driven across the fault, and after driving a further distance of 8| chains in coal a second fault, known as the " Docherty " fault, was met. Prospecting operations are now being carried on, and the coal-seam has been located approximately 40 ft. vertically above its former level. The work of crossing this fault is now in hand. South Dip.—A small panel of coal below the south level is being worked. Faults have cut off all main development headings in this section. The many faults encountered during the year have seriously retarded an increase in output from this colliery. Serious Accidents. —The following serious accidents occurred during the year at the Strongman colliery : — A rope-boy had his foot caught between the buffers of two boxes, which caused a fracture of the bones of the foot. A deputy was struck by a piece of coal which fractured the fibula of his right leg. Bathhouse.- The addition to the rcinforced-concrete bathhouse is nearly completed. Work has been stopped owing to lack of tradesmen. A reinforeed-concrete building to serve as lamp-room, ambulance-room and " proto " room, has been completed. I have, &c., C. J. REPORT ON NORTH ISLAND STATE COAL-MINES. I he Disikici Manages, State Coal-mines, Mangapehi, to the Under-Secretary, Mities Department, Wellington. SIR — " 9th June, 1941. I have the honour to submit my report on the working of the State coal-mines (North Island) for the year ended 31st March, 1941. Mangapehi Colliery. Coal-winning.- Tim gross output since coal-production, commenced on the 28th May, 1940, was 13,213 tons 0 cwt. 1 qr., and after deducting mine consumption and waste there remained for disposal 1.2,064 tons 18 cwt., which is accounted for as follows :—

During the year the mine worked on 209 days out of a possible 224 days (excluding Saturdays and union holidays, and including 3 back Saturdays worked). The difference between the days worked and the possible working-days is accounted for as follows : Washout on road, 1 day ; breakdown of boiler, 1 day; shortage of wagons, 1 day ; Christmas holidays, 10 days ; King's Birthday 1 day ■ and Labour Day, I day. ' ' Employees.—The total number of employees when the mine commenced production was 14 but this number was gradually increased throughout the year, and at the 31st March there were employed in and about the mine 55 men and 2 boys, made up as follows : Underground : Coal-hewers 17 • deputies, shiftmen, and truckers, 22. On the surface : 16 men and 2 boys. Expenditure.—The total expenditure in connection with coal-winning for wages, stores, mine timber, and compensation, together with the subsidy on bus fares and the cost of fuel used on 'works amounted to £10,893 19s. 2d. Coal-hewers Average Daily Earnings.--The coal-hewers' average daily earnings were (gross) £2 Bs. Bd., and after deducting stores (explosives) their net return was £2 3s. 1 Id. Daily Output,. Ihe daily output when the, mine commenced was approximately 30 tons per day, but this was gradually increased throughout the year, and at the 31st March the daily output was 145 tons. The average daily output per coal-hewer was 9 tons 4 cwt. Deficiencies. During the year no payments were made under the minimum wage clause. Accidents. During the year there were a few minor accidents but none of a serious nature. Development.—-This mine was taken over by the State Coal-mines at the beginning of May, 1940. The plant and the mine were reconditioned. Coal-production commenced on the 27th May from the development of the ninth and tenth levels, to the west of the main dip heading, in good-quality coal. During the year development in this direction was continued for 7 chains and, although irregularities have been met with in the roof and floor, the coal has maintained a good quality. Development work to the east of the main dip has been carried on from Nos. 7 and 8 levels, and the No. 7 level has been extended a distance of 15 chains. To the rise Nos. 1 and 2 panels are being worked. 8 Owing to irregularities in the roof and floor the coal-seam has varied in thickness from 12 ft. to 20 ft., but the quality has been maintained. Return Airway.—The upper portion of No. 2 back heading has been reconditioned and extended to the surface and is now being used as the main return airway. Ventilating-fan. A new 45 inch Sirocco propeller-type fan, driven by a Diesel engine, has been installed for mine ventilation. Plant. —The D.C. electrical plant has been reconditioned and is now in fair order. Arrangements have_ been made to obtain power from the Waitomo Power Board, and the transmission-line from Te Kuiti is under construction. A.C. plant is being purchased, and preparations are in hand for the change over from D.C. to A.C. Rolling-stock.—The mine trucks previously in use at the mine have been discarded and replaced by new trucks fitted with heavier drawbars and 12-in.-diameter wheels. The surface and underground tracks have been re-equipped throughout with new rails, crossings, and flat-sheets. New ropes, chains, and couplings have also been installed. b '

Screening Plant and Bins.—A. new screening plant, capable of handling 40 tons per hour, and storage bins of a capacity of 150 tons have been erected adjacent to the mine entrance. Access Road and Loading-bank—The access road, approximately one mile in length, between the loading-bank and screens has been repaired, widened, and metalled, and the loading-ramp on Ellis and Burnand's siding has been rebuilt and lengthened. The ramp now accommodates four railwaywagons, and the different classes of coal can be loaded without shunting the wagons. Siding and Weighbridge.—The railway-siding has been extended to accommodate approximately fifty trucks as follows : Twenty empty wagons on the mine side of the ramp, fourteen loaded wagons between the ramp and the weighbridge, and a further fourteen loaded wagons between the weighbridge and the main line. The weighbridge has been reconditioned and installed. Mine Buildings. —The following buildings have been erected : Mine-manager's, underviewer's, and clerk's offices, fan-house, blacksmith's shop, temporary bathhouse, weigh-cabin, and shelter-shed. Accommodation for Workmen. —Approximately 15 acres of land one and a half miles from the mine and on the south side of Ellis Road was purchased for a township site and social amenities. Five fiveroomed and four four-roomed cottages have so far been erected and are occupied by employees. The subdivision of the land and the supervision of the erection of the cottages is being carried out by officers of the Housing Construction Department. Two double huts for single men have been erected near the mine. Geological Survey. —A geological survey of the locality has been completed by the Geological Survey Department. A report of this survey has been submitted and a boring programme recommended to determine the extent of the coalfield. Tatu Collieby. The work of reconditioning the mine and plant was started during April, 1940, and coal-production on a small scale from No. 2 mine was commenced in July. Owing to the difficulties of mining coal from the old workings, work was abandoned at the end of August, and it was decided to open up a now part of the field by driving two stone dip headings. Output.—During the year 566 tons of coal was won from development work. Stone Dip Drives. —Return Drive : The grade of this drive is 1 in 2|- and the coal-seam was struck after driving 180 ft. This drive was completed at the end of February, and development in the coalseam was carried on in a small way from that time. The seam is 7 ft. thick overlain by a band of fireclay, 6 in. in thickness, next to the main roof, which is fairly good. Main Drive. —Work in this drive has just been commenced. The drive is to be at a grade of 1 in 5 and should tap the coal-seam at a distance of approximately 360 ft. Mine Plant.—A. 180 C.F.M. Diesel-driven compressor has been installed for pumping and power drills. A 55 h.p. multitubular boiler has been installed ne ar the mine entrance to be used for haulage, pumping, and ventilation. The remainder of the plant has been reconditioned to deal with a small output. Access Road. —A new access road 2f miles in length ha been constructed connecting Waro Road to the mine entrance. Buildings.—A boilerhouse, store, and blacksmith's shop have been erected at the mine, and a commencement made on the erection of a mine-manager's residence in the Ohura Township. Geological Survey. —A geological survey of the locality has been completed by officers of the Geological Survey Department. I have, &c., J. Hadceoft, District Manager.
